Resident Information System (RIS)

Household registration and conscription is one of the most important and publicly visible functions of Taiwan’s Ministry of the Interior (MIS); these functions concern the rights of people rights and obligations in a fundamental way.   RIS aims to provide user friendly services and information to various government units with state of the art technology. The platform facilitates decision making by providing fundamental information and tools.

History
The concept of RIS was introduced in 1984, with an implementation plan drafted in 1986.  Plans were followed by pilot-runs which were held in two district registry and conscription offices between January 1989 and June 1993.  RIS expansion and integration followed in July 1993 and followed through to September of 1997.  The system is responsible for connecting all agencies and household registration units throughout the country.  In 1997, RIS began exchanging information with other e-Government Services.  In 2003, the e-networking Services initiative updated and enhanced service items while adding service channels to improve service quality.

Challenges
InfoExplorer has been charged with system planning, software development, implementation, system integration, training, operations, support, maintenance etc. Each operational unit within RIS can automatically exchange and update information with other units. Furthermore, RIS units is accessible by other government units and can process over 80,000 Chinese characters. The project uses an open software architecture which provides different computing environments with the same RIS experience. The open software architecture has allowed RIS implementations for VAX , VMS , UNIX, Informix, HP, HP-UX etc. InfoExplorer provides training, daily support and operations to 54 RIS database severs, roughly 5000 workstations, 800 network links, 795 household registration and conscription administrative units. The testing phase for RIS took place over twelve months, where advanced techniques were used to test system stress, performance, loading and networking capabilities etc.

Benefits
RIS reduces administrative costs and working times, by providing the ability to request registration information services like one-stop migration, remote domicile transcript inquiry to citizens and other agencies remotely. In 2005, RIS saved government personnel management 2000 man years (approximately 49 million US dollars), and 23 million man hours in application time and applicant waiting times (approximately 88 million US dollars).
